As the Arkansas Gulf Delta population reconsolidates around larger towns, Monticello is the rare delta town to experience growth. Yet this town of 9,100 lacks a planning or zoning code to guide new development. The goal is to devise a land ordinance that advances creative development scenarios throughout Monticello’s various districts, addressing the automobile, the pedestrian, downtown, and the suburban arterial highway without villanizing the suburb. The project outlines sector-based planning visions accompanied by codes that administrate those visions through street frontage requirements rather than single land-use zones. The approach addresses contemporary challenges in connecting plural urbanisms.
